WHAT IS THE BC ENERGY STEP CODE?

The BC Energy Step Code is a set of energy efficiency
standards for new buildings in British Columbia. It was introduced in 2017 to help
reduce energy use and greenhouse gas emissions from buildings.

This new approach was developed because:

  •   Local governments wanted better energy efficiency in new construction
  •   Builders asked for consistent rules across the province
  •   The province is working to fight climate change by cutting building- related emissions

 

HOW IT WORKS

The Step Code is like a ladder. Each "Step" represents a higher level of energy efficiency. Over time, the province raises the minimum required Step for new buildings to improve performance gradually. The goal? All new buildings in B.C. will be “net-zero energy ready” by 2032—meaning they’ll be built so efficiently they could run entirely on renewable energy with the right equipment.

The first major change came in May 2023, when most new buildings had to be 20% more energy efficient than they were under the 2018 standards.

Lower Steps (1 and 2 for small buildings, and Step 1 for large ones) are no longer allowed because they don’t meet current efficiency requirements.


 

WHAT IT MEANS FOR HOMEOWNERS AND BUILDERS

Before the Step Code, builders had to follow a checklist of minimum requirements for insulation, windows, heating systems, etc. But that didn’t always guarantee an energy-efficient home.

The Step Code changes that. Instead of just checking boxes, it focuses on the overall performance of the home—how well the building keeps heat in, how much energy it uses, and how airtight it is. Builders and designers can now choose materials and designs that meet both the energy goals and your budget.

To make this work, a digital energy model of the home is created before construction. This helps spot issues early and ensures the final building performs as expected.

WHO CREATED THE STEP CODE?

The BC Energy Step Code was developed by a wide group of experts,
including:

  • Builders and construction professionals
  • Local governments
  • Utility companies
  • Housing non-profits
  • Federal and provincial government representatives

They work together through the Step Code Council, which helps guide
updates, provide training, and make sure the system works well for
everyone involved.
